This is a bad case, seeing Mr. Forrest's long experience. In view of the Acting Governor's necessary reliance on the Colonial Secretary in appointing Mr. Forrest to inaugurate this new and controversial department, the responsibility for the selection must rest with Mr. N.L. Smith who has in some other respects not inspired confidence.
I agree with A. and B. in Mr. Monson's minute. And in the circumstances - Mr. Forrest having no facilities to make a satisfactory explana- tion of the findings of misconduct against him - there can be no clear case for reducing his pension.

But I should like to add to the telegram that unless the despatch which is on the way deals with the matter, you would wish to have the Governor's obsons comment on the three points in which the Commission comment adversely on the action of the Government and Government Departments summarised in paragraph 4 of the telegram.
